The concentration on the abstract was associated with the appearance of a new technique of communication — the written, which first supplemented and then displaced the antecedent oral tradition (pp. 292-95). Epic poetry relied on narrative, which both stimulated and depended on emotionally shared experience; the more abstract categorization of reality became possible with the introduction of the alphabet and writing, and it opened the doors of history to conceptualization. Both Christianity and Marxism stepped through these doors.

• The crucial issue here, one that might well come to a dramatic head in the course of 1994, is the future stability and independence of Ukraine. It cannot be stressed strongly enough that without Ukraine, Russia ceases to be an empire, but with Ukraine suborned and then subordinated, Russia automatically becomes an empire. American policymakers must face the fact that Ukraine is on the brink of disaster: the economy is in a free-fall, while Crimea is on the verge of a Russia-abetted ethnic explosion. Either crisis might be exploited to promote the breakup or the reintegration of Ukraine in a larger Moscow-dominated framework. It is urgent and essential that the United States convince the Ukrainian government—through the promise of substantial economic assistance—to adopt long-delayed and badly needed economic reforms. At the same time, American political assurances for Ukraine’s independence and territorial integrity should be forthcoming.

• In addition, it may be possible — and tempting — to exploit for strategic-political purposes the fruits of research on the brain and on human behavior. Gordon J. F. MacDonald, a geophysicist specializing in problems of warfare, has written that accurately timed, artificially excited electronic strokes "could lead to a pattern of oscillations that produce relatively high power levels over certain regions of the earth. ... In this way, one could develop a system that would seriously impair the brain performance of very large populations in selected regions over an extended period. ... No matter how deeply disturbing the thought of using the environment to manipulate behavior for national advantages to some, the technology permitting such use will very probably develop within the next few decades." 47

  

Such technology will be available primarily, and to begin with exclusively, to the most advanced countries.* But it is likely that in the coming decades some states in the Third World will have taken major steps toward acquiring — or will have acquired — highly destructive weaponry. Even if they are not capable of using it against the major powers without bringing about their own extinction, they may be able and tempted to use it in "underworld" wars among themselves. The question then arises whether such wars would be interpreted by the major powers as posing a direct threat to the fabric of peace, and whether a joint response by them would be effectively mounted and imposed. The absence of accepted global institutions could temporarily be overcome by ad hoc arrangements and agreements designed to meet specific threats, but it is conceivable that in some cases there will not be sufficient unanimity to permit joint reactions. The mutual annihilation of some lesser states thus remains at least a possibility.

Fifty Years after “How to Wreck the Environment”: Anthropogenic Extinction of Life on Earth J. Marvin Herndon1*, Mark Whiteside2 and Ian Baldwin3

ABSTRACT Aims: Fifty years ago geoscientist Gordon J. F. MacDonald penned a book-chapter entitled, “How to Wreck the Environment”, in which he described how a nation might alter the environment so as to covertly inflict harm on an enemy nation. Our objective is to review MacDonald’s suggestions of environmental warfare strategies in light of subsequent technological advances, and in the context of actual deployment of the war methods he described. Methods: We review the interdisciplinary, historical, scientific and medical literature. Results: MacDonald discussed overt and covert weather warfare based upon seeding clouds to cause rainfall. Subsequently, a method was developed for inhibiting rainfall by jet-emplacing pollution particulates where clouds form. For at least two decades citizens have observed such particulate trails occurring with increasing frequency. Forensic scientific investigations implicate toxic coal fly ash as their main constituent. Around 2010, the aerial particulate spraying ramped-up to a near-daily, near-global level. Presumably, a secret international agreement mandated the aerial spraying as a ‘sunshade’ for Earth. However, aerial spraying, rather than cooling, heats the atmosphere, retards Earth’s heat loss, and causes global warming. MacDonald also discussed destroying atmospheric ozone and triggering earthquakes and volcanic eruptions, activities now possible with high-frequency ionospheric heaters. Conclusions: The U. S. military’s ongoing decision to weaponize the environment for national security purposes was accurately forecasted by MacDonald. But he failed to realize that national militaries could and would be co-opted by a secret international agreement the consequence of which, however unintentional, was to wage war on planet Earth, on all its biota, and on its natural, biogeochemical processes. Unless and until politicians, news media, scientists, and others in our society face the truth of what is happening before their very eyes and collectively demand a halt to these covert technological activities, we will march onward – to the first anthropogenic-caused mass extinction.
