When it became apparent that the domestic resource base would not be sufficient to meet Italy's growing energy demand, Mattei recognized the need to secure foreign supplies. Driven by his ambition to make ENI a player on par with the Exxons and Totals of the world, Mattei expanded abroad and turned his attention to the international oil markets.[8] He invented, or at least used to tell very often, the story of the little cat:

This kind of fable made Mattei extremely popular in the economically poor Italy of the time, and he gained the popular support that was needed to gain political support. To break the oligopoly of the "Seven Sisters", a term he coined to refer to the dominant oil companies of the mid-20th century,[9] Mattei initiated agreements with the poorest countries of the Middle East and countries of the former Eastern Bloc as well. Mattei visited Moscow in 1959, where he brokered an oil import deal with the Soviet Union in the middle of the Cold War over intense protests from NATO and the United States. He also publicly supported independence movements against colonial powers, which allowed ENI to take advantage of postcolonial bitterness in places like Algeria.[8] To opponents who charged that he was helping Communists and making Italy dependent on a capricious flow from the Soviet Union, Mattei answered that he bought from the cheapest sources.[1]
Mattei forged agreements with Tunisia and Morocco, to which he offered a 50–50 partnership for extracting their oil, very different from the sort of concessions normally offered by the major oil companies. To Iran and Egypt, he additionally offered that the risk involved in prospecting was entirely ENI's: if there was no petrol, the countries would not have to pay one cent. In 1957, with ENI already competing with giants like Esso or Shell, rumour has it that Mattei was secretly financing the independence movement against colonialist France in the Algerian War.[citation needed]
In 1960, after concluding the agreement with the Soviet Union and while negotiating with China, Mattei publicly declared that the American monopoly was over.
The reaction was initially mild, and he was invited to take part in the partition of the prospecting map in the Sahara. Mattei made the independence of Algeria a condition of his acceptance, and no agreement would be subscribed until that event. As a consequence of his stance, Mattei was considered to have become a target of the French far-right terrorist organization Organisation armée secrète (OAS), opposed to Algeria's independence, which began sending him explicit threats.[citation needed]
Mattei made ENI a powerful company, so much so that Italians called it "the state within the state".[2]
He died in a plane crash in 1962, likely caused by a bomb in the plane, although it has never been established which group might have been responsible for his death.

Ross Ulbricht Ross William Ulbricht (born March 27, 1984) is an American serving life imprisonment for creating and operating the darknet market website Silk Road from 2011 until his arrest in 2013.[4] The site operated as a hidden service on the Tor network and facilitated the sale of narcotics and other illegal products and services.[5][6] Ulbricht ran the site under the pseudonym "Dread Pirate Roberts", after the fictional character from The Princess Bride. Silk Road ran as an onion service on the Tor network, which implements data encryption and routes traffic through intermediary servers to anonymize the source and destination Internet Protocol addresses. By hosting his market as a Tor site, Ulbricht could conceal the server's IP address and thus its location.[5][6] Bitcoin, a cryptocurrency, was used for transactions on the site. Key Recommendation Benefits and Challenges of End-to-End Encryption
There is broad consensus across industry and the government on the importance of strong encryption. Advanced encryption of
data in motion (i.e., as it is being transmitted) and at rest (i.e., as it is stored) should be a cornerstone of responsible data security.
This includes, for example, using mature, well-researched protocols such as Transport Layer Security (TLS) to shield email, web
browsing, and other important internet traffic from interception or modification by malicious actors. Strong encryption helps
prevent or limit data breaches, and when data is breached it mitigates the harm to businesses, the government, and individuals.
One particular implementation of encryption, known as “end-to-end,” is the subject of considerable debate. End-to-end
encryption enables the transmission of data in such a way that only the communicating parties have the ability to access the
data being secured—intermediaries, such as the company that provides the communication system, do not. Broad implementation of this form of encryption could improve the systemic data security of the overall cyber ecosystem, though it may also
conceal the activities of criminals and shield them from government action. The debate over balancing these concerns has
run for decades, but recently it has been energized by the rapid adoption of end-to-end encrypted communications. Between
WhatsApp, Signal, Telegram, and iMessage, numerous companies around the world are now offering end-to-end encrypted
messaging services to more than 100 million Americans and 1.5 billion global citizens. 289
One reason the debate over end-to-end encryption has been so difficult is that its benefits and costs are so hard to compare.
As end-to-end encryption is more comprehensively adopted, and beyond the domestic data security benefit described above,
it helps protect democratic values around the globe by making unfettered surveillance more difficult in certain repressive
nations where such values are under siege. The United Nations’ Office of the High Commissioner for Human Rights has
observed that end-to-end encryption is becoming an important tool for pushing back against a rising tide of increasingly lethal
high-tech illiberalism and for protecting global freedom of expression. 290 In this way, end-to-end encryption is currently making
repression more difficult and less effective, imposing persistent costs on authoritarian governments.
This form of encryption is a double-edged sword, however, as it also challenges democratically authorized and judicially circum-
scribed access to data that law enforcement agencies require for public safety and security. End-to-end encryption is currently
impeding the government’s ability to obtain lawful access to electronic evidence in investigations ranging from cyber intrusions
and attacks to crimes threatening serious harms, like child exploitation, gang violence and drug trafficking, and domestic and
international terrorism. For example, attributing responsibility for malicious cyber activity to particular actors—a necessary precursor to many law enforcement responses—can be difficult and slow without access to relevant encrypted data content.
The quest for solutions to these issues should be informed by the core values that unite citizens of free and open societies. All
government access to data should be, as it is in the United States, tightly circumscribed by protections like those in our Fourth
Amendment. The United States requires infrastructure that enables citizens to confidently and securely conduct their affairs
without unwarranted infringement of their essential liberties and that incorporates methods to protect them from harm. While
the Commission does not express a position on the growing adoption of end-to-end encryption, the Commission does assert
that both the government and the private sector should look to the future with a dual mandate on which all agree: strong
encryption can and must underpin the essential functions of a free, open, interoperable, secure, and resilient global Internet,
but appropriately authorized and publicly accountable government officials must also be able to pursue criminal elements
exploiting the internet to prey upon innocent persons.
This debate is difficult, but the U.S. government should rely on these principles to engage with the trade-offs of end-to-end
encryption honestly—while recognizing that market forces and other countries (democratic and not) are rapidly shaping the encryption reality.

I am one of those who thinks that democracy is being destroyed. I know its fashionable to play cynical one-upmanship and say – ‘we’ve never had democracy’, or, ‘it was destroyed long ago’, but that game aside, I think its worth actually thinking about how, many forms of democratic expression, effective dissent and peaceful self-determination are being buried.
In “The Next Crisis” I argued that the Global Over-Class have decided that Democracy is a threat to their wealth and power and have more than likely given some thought to how best to neuter it while appearing to do no such thing. I suggested they would wish to keep the outward form of democracy, so as to keep us reassured and entertained, but remove any substance from it, leaving us with an empty but colourful stage show.
In part two of the series, I offered a list of the various ways this could be done (a sort of manifesto for the Over Class or, as I have called them elsewhere, The Disloyal and noted how many of those things were clearly already underway.
For example item three of the manifesto said,
3) professionalized Governance. Democracy can be and must be neutered, and an effective way of doing this is to insist that amateur, elected officials MUST take the advice of professional (read corporate) advisors. Expand current law to enforce this.
If this seems monstrous now, their argument, I suspect, will be that in an increasingly crowded, interconnected and globalised world we can no longer leave critically important decisions in the hands of the uneducated, in-expert and amateur. We must, of course, still be free to choose but must, from now on, be helped to choose ‘wisely’. And how can we choose wisely if we aren’t given wise choices to choose from? Oh, the Orwellian beauty of it! No prizes for guessing who will decide what is and what is not wise.
We cannot any longer allow you to choose unwisely! There is so much at stake and so much you and your representatives simply do not fully understand.

It is that kind of sovereign debt I was thinking of in my reply.I don’t think many people object to one person lending to another or a chit of credit acting as a temporary store and means of transferring wealth. Perhaps some do. I am not one.Credit is a useful social mechanism. But it has got out of hand and into the hands of a few who use it to cause destitution and as the means to create huge and increasingly non-democratic power.I think we can and must move away from such a distorted and morally corrupt social construction.I am not looking for moral or political purity in some utopian fashion. I am simply looking for a better social compact and one that fits to an environmentally constrained world not the old idea of ever expanding growth.

When you sell a house or some shares the solicitor or the stockbroker confirm that the House is owned by you or, the shares are registered in your name. The change of ownership will be recorded where it officially needs to be recorded. Similarly if you sell a car The form needs to be sent off and the insurance confirmed both with the insurer but also with the people who hand out speeding fines or collect road fund license taxes. Following the full out attack on civil liberties since March 2020 the dispersed groupings that had led the resistance against the Post 2008 bailouts and austerity regimes through the Occupy movements, have now again regrouped and established communication between themselves and the 99%.The 2700 Billionaires served by the Corporate monopoly establishment have sought to impose Austerity through Inflation and a Hot War in Ukraine Again the multiple cells of resistance across all corporate franchise areas have re-established coherent communications and secured dominance over the psychological and the much degraded groupings of the on the ground forces of State monopoly capitalist violence ( Militarised Police Units).
The psychological theatre has been the last resistance to re-asserting the vector of power from the 99% to its appointed institutions. The extent to which the state monopoly media efforts have exhausted all credibility is now at a level of Public Knowledge, The emperor’s lack of clothing is now openly discussed without fear of fabled state informers or electronic snooping causing a collapse in life chances.
