In February 2023, my business partners and I put our affordable Housebuilding ambitions on hold and pivoted to the downsizing market, the deterioration in market conditions was such that by the Autumn of 2023, we decided to take a sabbatical and wait it out on the sidelines.
I wanted to provide an update on my recent career endeavors. In light of the challenging market conditions, my business partners and I decided to pause our affordable housebuilding initiatives and shift our focus to the downsizing market. However, as the market continued to deteriorate, we ultimately opted to take a sabbatical and observe from the sidelines.
Upon my return to Sweden in November, I dedicated myself to an intensive language course to elevate my Swedish proficiency to a conversational level. Simultaneously, I pursued several interviews, one of which presented an intriguing opportunity in the Local Authority sector. This prompted my return to Wales in early January.
The role in the Local Authority centered around Public Procurement for Large construction contracts. I invested significant time and effort in preparing for this position, only to encounter an internal reshuffle due to budgetary constraints within the organization.
In response, I compiled a comprehensive 900-word essay and created over 40 slides to ensure that my research on the Procurement Act 2023 could serve as a valuable reference for future presentations or inquiries in this field.
I remain committed to advancing my expertise in this area and am open to exploring new opportunities that align with my skills and aspirations.
During the early stages of my pursuit for this position, I dedicated myself to crafting a preliminary deck that showcased my qualifications. This endeavor was a departure from my usual path as a self-employed individual since the age of 25. At 59, the experience was novel yet gratifying. I found the subject matter intriguing, particularly due to its alignment with the extensive research and development spanning over 5 years, dedicated to nurturing the Home@ix family of brands.
I am a keen recycler of digital material and research and there was a business opportunity that I still think holds for a team of consultants to offer procurement monitoring services to local authorities as the nature of procurement for Large projects is what I would call lumpy, just the sort of lumpy frenetic activity and hand on the tiller stuff which falls full square with a real estate entrepreneur and property developers skill set. As yet I sense that there is a lot of firefighting and not so many new projects focused in the UK construction and development sectors at the moment including across all types of consultancies, the receivership people are I think rather busy which is not a good thing!
I Made a plan. This was the initial outline.
1. Establish a team of consultants specializing in procurement monitoring services for local authorities, focusing on large projects with lumpy and frenetic activities.
2. Develop a JV framework offer for procurement, including negotiated tender proposals and project management/monitoring consultancy services tailored to the specific needs of local authorities.
3. Target the local authority market with tailored pitches for school and housing programs, leveraging the consistent procurement models across different regions such as Wales, England, and Scotland.
4. Explore profit share-based JV opportunities with local authorities, utilizing existing contacts and operational managers to pitch proposals before bid deadlines.
5. Consider taking on ad-hoc RLD consultancy work on an invoice basis to diversify revenue streams.
6. Propose a new shareholder proposal to raise sufficient funds for bidding on local authority contracts, including setting up the necessary bonds/guarantees to qualify as an approved bidder on procurement portals.
7. Leverage banking contacts to facilitate the process of qualifying as an approved bidder for local authority contracts.
8. Identify potential revenue streams from consultancy fees through RLD, main/management contracting through Home@ix, and large-scale projects in housing and schools.
9. Explore the procurement process for NHS contracts, considering the different executive structures in place and discussing potential strategies with relevant stakeholders.
These ideas aim to capitalize on the business opportunity in offering specialized procurement monitoring services to local authorities, leveraging existing contacts and market knowledge to establish a strong foothold in the industry.

Creating Tender-based Bids and Qualifications.
1. Implement a streamlined bid submission process by utilizing digital platforms for efficient delivery of tender-based bids and qualifications. This will ensure timely and organized submission in accordance with the tender requirements.
2. Consider incorporating a collaborative approach such as Integrated Project Delivery (IPD) to demonstrate commitment to shared project risk and reward, aligning with the client's goals and fostering a transparent working relationship.
3. Leverage past successful projects and industry experience as social proof to enhance the credibility of bid submissions. Utilize case studies, testimonials, logos of recognizable brands, and team CVs to showcase expertise and build trust with the tender owner.
4. Explore opportunities to enhance bid scoring through the incorporation of Social Value and ESG metrics, leveraging consultancy services for potential joint ventures and supply chain partnerships. This strategic approach will align with industry trends and client expectations.
5. Adapt the Home@ix and Real RLD marketing and team structure to effectively integrate additional social value and ESG metrics into the bid submissions. This will demonstrate a proactive approach towards addressing evolving industry standards and client requirements.
6. Incorporate DFMA (Design for Manufacture and Assembly) principles into framework bid structures to optimize costs and efficiency, ensuring competitiveness in the tender process. This approach aligns with the recommendations of the House of Lords housing committee report and addresses the focus on frameworks and construction playbook.
7. Explore the potential for collaboration with consultancy services to leverage expertise in modular pricing within existing frameworks. This will help mitigate cost differentials and position the organization favorably in framework bid opportunities.
8. Consider strategic partnerships with Home@ix and Real RLD to enhance the adaptation of social value and ESG metrics, leveraging their expertise to strengthen bid submissions and align with industry best practices.
9. Emphasize the commitment to quality, compliance, and industry standards through completion and submission of the PAS 91 questionnaire, showcasing the company's capabilities and competencies to prospective clients.
10. Ensure alignment with PAS 91 requirements for financial stability, quality management systems, health and safety procedures, environmental management practices, technical competence, project management capabilities, and references to enhance the company's suitability for tender-based contracts.
So with it being spring I am headed back to Wales on St David's Day and I am going to have another look at the Market, meanwhile, I am open to consultancy offers or temporary contracts.
